[Incubator] motion to cut down committee to active participants

As evident during the recent voting on pycsw and istSOS we have limited
committee participation.

Motion to limit committee membership to those who are actively mentoring a
project or who have voted on issues in the previous year.

Of course members who are dropped due to inactivity are invited to rejoin
at any time, this is just about keeping the committee operational.
