[Incubator] choosing a mentor for pywps

I have had a couple people contact me off list offering to mentor PyWPS.

* David William Bitner (with Dan Little as backup) has offered to act as
mentor for PyWPS

* Tom Kralidis has also volunteered

The list of applications (including PyWPS) is available here:

To proceed we need to move this conversation to the public email list and
make a motion to accept PyWPS into incubation.
