[Incubator] gvSIG project graduation - motion

Hi all,

After starting the voting process there have been 8 votes, all of them
in positive, but there are still 10 people pending for voting.

During these days I haven't wanted to comment anything in order to not
stop the voting process, but from more than a week ago there hasn't been
any additional vote, so that I wanted to ask you if there's an
established period for finishing voting. I've been reviewing it but I
haven't found any information about that.

I want to thank for your understanding, because in case the project gets
the graduation we would like to present it during the next International
gvSIG Conference (December 2tnd-4th).
