[Incubator] geonode update and important contributor agreement management question

So some good news - the GeoNode codebase has been officially donated to
OSGeo by the original owner.

Jeff and Dave have been wrestling with how to manage contributor agreements
- and have come up with a novel solution to make things easier for
contirbutors to do online - use of a service call docusign
<http://docusign.com>.

The current workflow for our contribution licenses
<http://www.osgeo.org/content/foundation/legal/licenses.html> is:
- text: print, sign, scan and email
- pdf: download and digitally sign the pdf and email to
