[Incubator] Motion: Remove Rasdaman from Incubation

It is with deep regret that I make this motion.

Discussion over the last few weeks has shown that the Rasdaman Governance process does not yet meet the requirements needed to graduate from OSGeo Incubation and that the Rasdaman Community is not prepared to change them.

Therefore, I am forced by the Rasdaman Community to take this action.


Motion:

1.   The Rasdaman Project is to be removed from the OSGeo Incubation process.

2.   The Rasdaman Project is to be now classified as an OSGeo Community Project.

3.   Invite the Rasdaman Community to re-apply for OSGeo Incubation, should they decide to revise their Governance Process in the future.
