[Incubator] Motion: Remove Rasdaman from Incubation

thanks for the link - I wonder why this is so deeply hidden? It is not mentioned
on osgeo.org, and not even on https://wiki.osgeo.org/wiki/Main_Page .
Just trying to understand.
