[Incubator] Rasdaman has been in OSGeo Incubation for 4.5 years, not 6 years

the incubation ticket was filed on 2010-apr-05, trac calls this "6 years ago" [1].
We may or may not call this mark the start of the incubation process, but if we
start breaking down to the details this shows that it took 1.5 years to respond
to our initial request.
