[Incubator] gvSIG status updated on wiki

Hello Incubation Committee,

I noticed that gvSIG's incubation documents were not archived yet and 
still listed in the 'in incubation' section of the wiki, so I made that 
change.  https://wiki.osgeo.org/wiki/Incubation_Committee

I also checked this in other various OSGeo marketing materials, but we 
should all keep an eye out for it.
