[Incubator] community projects - contributing / license files

The OSGeo live team is contacting project leads (to double check code
locations and project stats).

I am reminded to catch up with OSGeo community projects and check if they
have a CONTRIBUTING.md file and a LICENSE file. This forms a quick litnus
test to see if a repository is open to collaboration and has an open source
license.

Using pgrouting as an example: https://github.com/pgRouting/pgrouting

1) CONTRIBUTING.md - nice and clear and friendly :)

2) LICENSE - does not have one that is automatically picked up by github

When I dig I can see that the code is GPL clearly in the headers, the
advantage of using a LICENSE file on github is that github provides a
sanity check to other developers.
