[Incubator] Motion to accept Oskari into Incubation (2nd serve)

Hi Jody, 
they already contacted me after the grace period of the vote passed and asked
for confirmation (seems like they are really keen to get going which ist
good...). We will start working through the open issues in the next weeks and
update the Wiki page accordingly.
