[Incubator] motion: updated incubation branding for participating projects

Okay in response to discussion across several lists I would like to make
the following motion.

*Motion: Make the Incubation Committee Logo
<https://github.com/OSGeo/osgeo/tree/master/incubation> available to
community projects participating in the incubation program for the
expressed purpose of linking to their project graduation checklist
<http://www.osgeo.org/incubator/process/project_graduation_checklist.html>.*


This motion is phrased as making the logo available for use, rather than a
requirement of incubation.

This motion is held open for two week, closing August 25th, requiring 50%
quorum, from the following committee members:

Please respond with +1, +0,-0, -1 as appropriate (saving discussion for the
other thread). Any community members wishing to respond will be
acknowledged but not counted.
