[Incubator] motion: Portable GIS as an OSGeo community project

Hi All,
Just to let you know that I've incorporated the OSGeo Community logo into
the Portable GIS website logo- see https://portablegis.xyz/. I've also
enhanced the "about" page, based on some of the questions that came up
during the incubation process, namely around the differences between this
and OSGeo-Live and OSGeo4W.
Are we OK to add Portable GIS to the Incubation section on the website now?
