[Incubator] Motion: Remove Rasdaman from Incubation

Hi Bruce,

I'm just noticing that our many sites lack this updated information 
regarding Rasdaman:

  - no mention of Rasdaman as a Community Project on osgeo.org
  - Rasdaman is still listed as an incubating project on the Incubation 
Committee page (https://wiki.osgeo.org/wiki/Incubation_Committee)
  - no mention of Rasdaman on the Community Projects wiki 
(https://wiki.osgeo.org/wiki/OSGeo_Community_Projects)

Am I ok to make those changes on those pages?  Thanks Bruce,
