[Incubator] Recommend OTB For Graduation

I note this motion was made on June 7th, we usually hold votes open for 2
weeks to give people a chance to respond. This would have the vote close on
June 21st in three days time.

I think we can hold this open (and pester everyone to respond); if we do
not get enough we will need to try again ...
