[Incubator] Recommend OTB For Graduation (Landon Blake)

Hi Landon, all,

my apologies for not being able to vote so far but I had literally no
time to look up the documentation for the graduation.
Two questions:
- should we extend the vote a little more? Personally, I could try and
have a look over the weekend.
- or is it better to vote 0? Does this unblock the process? I suppose
not (we still need a majority of positive votes from all members, correct?)
