[Incubator] Recommend OTB For Graduation

Okay I am not going to stand on ceremony (I know a first), as long as you
all don't complain I would like to consider the motion past with the
following:

contact person to act as "VP, Orfeo ToolBox" (it would also be great if
they could attend the IRC meeting and say hi to the board).

Congrats to the OTB Team, I was really impressed by everything I saw during
the review process.
