[Incubator] incubation committee budget

Hello,
Last year I've seen budget allocated for project either incubated or
incubating. Is it correct? As incubating project istSOS can ask money for a
incubation/code sprint? To whom it should be directed the request? If it is
on early 2018 is it for 2018, or 2017?
