[Incubator] incubation committee budget

We have not asked for one; but have considered setting a budget for an
incubation sprint or similar. The missing ingredient is having a useful
activity that would benefit from from funding.

This year we should make a budget, asking our community projects if they
have any interest. I think this is a great idea especially for projects in
the incubation process - setting a budget can be good practice for when
they graduate and have a project officer.

So would the plan be? Make a wiki page, and ask project mentors to reach
out to each team, and then write up the result?
