[Incubator] motion: accept osgeo-live incubation application

Motion:

   Accept the OSGeo-Live incubation application
<https://trac.osgeo.org/osgeo/ticket/2002>, with Jody Garnett acting as
mentor.

In keeping with our committee operation this motion is held open for a two
week period until 25 October 2017, with a 50% response rate required for
the motion to be either confirmed or denied.
