[Incubator] Proposing Loader as an OSGeo Community Project

Hi Jody,

Many thanks for your response.

We've taken on board the comment about the contributors license, and gone
for the approach that openlayers uses, this is now reflected at
https://github.com/AstunTechnology/Loader/blob/master/CONTRIBUTING.md#contributor-license-agreement

Regarding license headers- since it's licensed under MIT, then as far as we
can tell there isn't a legal requirement to include them, however if from
an OSGeo perspective you would like us to, then we can do that.
