[Incubator] motion: accept Photo Raster Library as a community project

Dear Jody,

Thank you, I am delighted to now have the Pronto Raster library as an OSGeo Community project. Thank you for managing this process. And, thank you to all the committee member for voting this project in.

I am trying to create a project page, but cannot find where and how to do it. Do you have a more specific address to the “add project page”.

  *   confirmation that project has committers
  *   confirmation that project does not require data or service license to function
