[Incubator] "Blink" raster project on Incubation

Dan makes a good point about the name. Googling "blink raster" actually brings up the chromium blink pages. I have been using the name blink as my own namespace privately for a long time and am somewhat attached to it. Nevertheless, changing now would be better than later.
