[Incubator] "Blink" raster project on Incubation

Dan makes a good point about the name. Googling "blink raster" actually brings up the chromium blink pages. I have been using the name blink as my own namespace privately for a long time and am somewhat attached to it. Nevertheless, changing now would be better than later.

Here is a message from Dan Little.

Dan I am not sure why you cannot post to the list, do you get any kind of "bounce" message? I looked online<https://lists.osgeo.org/pipermail/incubator/2018-January/thread.html> and do not see an email from you, sometimes messages are recored online but filtered as spam.

For some reason, I'm unable to post but has anyone mentioned that the name is identical to Google's Blink (https://www.chromium.org/blink). And being that they both 'render' things -- using the term render a bit abstractly -- it may be worthwhile to suggest a name change before acceptance.

Sorry, I couldn't get things to post to the list.
