[Incubator] request from zoo-project

No worries Gerald, for context OSGeo liability insurance covers me
operating as chair of the incubation committee - until ZOO-Project
graduates we cannot offer your PSC the same protection. Well we can by me
acting at the request of the ZOO-PSC which is what this email is about. It
works the same way with the board, if you make a request for funding to the
board they are acting on your behalf.

Last time this came up with a project there was some discussion about if a
project was "part" of OSGeo. ZOO-Project is clearly part of OSGeo, and when
graduated will be free to act more independently (not even needing to go to
the board when wishing to spend money within their annual budget).

Finally if your planning at the start of the year needs to be updated, say
an opportunity comes up, we can always speak to the board and revise our
incubation budget for 2018.
