[Incubator] document template

One of the troubles of porting our incubation docs into PDFs, has been
waiting on a volunteer to provide an official OSGeo template for
libreoffice, or word, or something, ...

With a bit of encouragement I have a pull request open here:
https://github.com/OSGeo/osgeo/pull/192

I think we can adapt this with our committee sub brand, and use it to
create PDFs.
