[Incubator] recommend OSGeoLive for graduation

Disclaimer and statement:

* I'm currently on the OSGeo PSC and was involved in the early answering 
of the OSGeo-Live incubation questions (although not in the final push).

* I'm very confident that OSGeoLive fits the ethos of OSGeo incubation. 
I've been involved in both the OSGeo Incubation Committee and OSGeoLive 
projects from the start, and as such have been very mindful that as we 
built OSGeoLive that we should do so thinking about the requirements of 
incubation. As such, when we came to filling out the incubation form I 
found it quite easy to tick "yes, compliant" for the vast majority of 
questions.

* Thanks to the rest of the team who brought this incubation project 
home. The end is always harder than the beginning because there are lots 
of hard small details and minimal progress. Well done.
