[Incubator] Application to host Open Source Project "actinia" under the umbrella of OSGeo

Hi Cameron, all,
thanks for you positive feedback on our application proposal!
Indeed there are multiple deployments: for ESA we operated a Sentinel-2
metadata service called "EO-me" [1] which uses actinia as a backend.
Then we have it actively deployed in a big telecommunications project on
glass fibre route planning [2] for a big telecom company in Germany.
Besides that, we use actinia in the openEO H2020 research project [3] as
a backend [4]. Through openEO, we are in discussions with other datacube
related initiatives.
