[Incubator] Motion: Recognize Actinia as a community project

Catching up on incubation activities now that the OSGeo budget is approved.

I noticed we had not made a motion for Actinia yet. The project met our
requirements when I looked in December, if there is no further feedback I
would like to make a motion.

Motion: Recognize Actinia as part of the OSGeo Community program.

The project meets our requirements for he program:

   1. Geospatial: *Actinia is an open source REST API for scalable,
   distributed, high performance processing of geographical data that uses
   GRASS GIS for computational tasks*
