[Incubator] Motion: Recognize GeoServer PHP Client as part of the OSGeo community program

+0 Like Bruce, I think it would be more efficient for extensions tied to 
a specific project should probably organise themselves through the main 
project. However, this is something for the projects to sort out themselves.
