[Incubator] Application to accept pygeoapi as OSGeo Community Project

Hi Angelos,

I'm really interested in this project personally, and it would be
great to see it as an OSGeo Community Project. I would, however, like
to see some guidelines for contributors, for example like
https://github.com/AstunTechnology/Loader/blob/master/CONTRIBUTING.md.
It's good to clarify the licensing for contributions, but also it
lowers the barrier for people who maybe want to help but are not sure
how to do it.
