[Incubator] motion: Accept rasdaman into the OSGeo Community program

Thanks Julien-Samuel Lacroix for your consideration in the last hours,
that helped Rasdaman to pass 50% required response rate (8/14 committee
members voted: +1) and be able to graduate as OSGEO Community project.

Below is the final voting result and I will wait for the official
announcement from Jody Garnett. I guess, after that, either Jody Garnett
or I could set https://www.osgeo.org/projects/rasdaman/ as a OSGEO
Community project in the WordPress admin panel.
