[Incubator] Motion: approve GeoHealthCheck logo funding

Hi Incubation Committee: as an OSGeo Community Project, the
GeoHealthCheck project [1]
has created a project logo [2] and seeks funding of €34 to cover the
cost of creating the
logo on https://www.freelogodesign.org.

I'll start with my +1.
