[Incubator] motion: Accept rasdaman into the OSGeo Community program

I would like to make a motion:

- Motion: Accept "rasdaman" into the OSGeo Community program

The project has been working hard to setup a project page, and easily meets
our requirements:

1. Be geospatial
- Described as geospatial on rasdaman.org
- project page <https://www.osgeo.org/projects/rasdaman/> on the osgeo
website
- User level documentation available

2. free or open-source license
- LGPL client, GPL server
- Prior providence check <http://rasdaman.org/wiki/CodeProvenance>
completed while in incubation
3.welcome participation and new contributors
