[Incubator] [MapProxy] MapProxy PSC

Hi Angelos,

we did not continue with the application because MapProxy was a single-vendor open source product and I realised, that this contradicts the community though of the OSGeo.

We will likely continue with the incubation process. I will discuss this with the PSC we are building.
