[Incubator] Motion: accept MobilityDB as an OSGeo community project

Hi List,
I am happy to propose that MobilityDB is accepted as an OSGeo
Community Project. As implied in my other email, I don't know if the
list of committee members on
https://wiki.osgeo.org/wiki/Incubation_Committee#OSGeo_Community_Projects
is up to date, but we need a 50% quorum. I'm happy to append a list of
names to this email thread once I get a current one.
This vote will be held open for a period of 2 weeks, ending on Friday
4th December 2020.
