[Incubator] GeoMapFish as an OSGeo Community Project

Hello,

I'd like to propose GeoMapFish as an OSGeo Community Project.

GeoMapFish is a feature-rich WebGIS framework supported by quite a
broad community of users [1]. It has been around for several years and
its predecessor (MapFish) was an OSGeo project.

Note: GeoMapFish is composed of a server part (c2cgeoportal) and a
client part (ngeo).
