[Incubator] MobilityDB as a OSGeo Community Project

Hello Incubation committee

I was wondering about the status of MobilityDB to be included as an *OSGeo
Community Project*.
We've been working very hard to make this happen, please let us Know if we
are missing something to become an OSGeo community project.
