[Incubator] Motion: Accept MDAL project to OSGeo Community program

I would like to consider this motion carried, thank you Jo for starting us
off, and congratulations to the MGDAL team.

I will send an email to the osgeo board recommending acceptance into the
community project program; they tend to meet on the last monday of the
month.
