[Incubator] Motion: Accept pygeoapi for incubation

Bruce we need a mentor before we can make a motion to accept pygeoapi :)

Motion will be of the form “Accept pygeoapi into incubation with Bruce
Banner as mentor” (for example).

It is a challenge…
