[Incubator] QField as OSGeo Project

Marco I checked and you do have project author permission to create website
page already (perhaps from another project).

Since you are on github for 3 can you add a CONTRIBUTING.md file which is
made available when making a pull request.

Checking the README and doc/dev.md did not really talk about contributing
so much. It is great to see a range of contributors already.

When you have osgeo website page ready we can look further at the osgeo
community requirements.
