[Incubator] Motion to graduate pygeoapi as an OSGeo Project

Thanks Jody for the review, feedback and vote.  I've updated the relevant
bits in
https://github.com/geopython/pygeoapi/wiki/ProjectGraduationChecklist as
per your suggestions for good measure.
