[Incubator] Application OSGeo - GISCollective

Dear OSGeo Board members,

We updated our repositories to have the required information and we created a guide at https://guide.giscollective.com/ which contains some tutorials and other resources for contributors.

>From what I read here: https://staging.www.osgeo.org/about/committees/incubation/ we are ticking, if not all, almost all points from the project requirements list.

We would appreciate if you can guide us with the next steps for becoming a community project or osgeo project.
