[Incubator] motion: Giswater recommendation for osgeo community project initiative

I think this motion passed - we met 50% quorum with 8/11 members reporting.

Congratulations to the Giswater team and welcome to OSGeo. I will add a
topic to the next board meeting (since we only do intake for the osgeo
community program; the board runs the initiative).
