[Incubator] QField as OSGeo Project

Marco:

I am just completing the GeoServer 2.23.0 release (which should be a good
one) and then I will have some more capacity for community volunteering.

If any other member of the incubation committee is available they are more
than welcome to review and make a motion. It is a team effort :)
