[Incubator] Budget for pgRouting

Hello Incubator committee members.

At the begining of 2024 we will send our final application for
pgRouting to become
an OSGeo project.
For this matter we would like a budget of $2000 dollars, which would be
used to do last minute tasks for incubation.
