[Incubator] Resolve overlap and gap in Simple feature by using Postgis Topology

Hi

One thing, the primary goal here is not to fix invalid polygons but to get relations between simple feature object inside and across many layers by using Postgis Topology.

Maybe there is a better name to reflect this goal ?

  methods for gap / overlap fixing with triangulation are well studied

  e.g.

  A triangulation-based approach to automatically repair GIS polygons.
