[Incubator] motion: mappyfile recommendation for OSGeo community project initiative

Hi,

The OSGeo project page was created back in 2020 [1] and I addressed the original feedback at the time [2]. 
I'm not sure what other requirements there are with regards to the page? I presume it can only be published if the project is accepted as a community project?
