[Incubator] QField as OSGeo Project

Hi Jody,
Hope all is well with you!

I finally finalised the QField project page (
https://www.osgeo.org/?post_type=project&p=20314&preview=true) and added
the CONTRIBUTING.md as you requested. So all requirements for a community
project should be good to go.

Reading your mail, I'm wondering if you want me to publish the page or if
you do it. The https://www.osgeo.org/about/committees/incubation/ is also
not really clear as it says:

We have a big conference in _Berlin starting tomorrow, and we've 2 QField
presentations on Thursday; it would be fantastic if you could publish the
page as a community project ASAP :)
