[Incubator] Request to register GIFramework Maps as an OSGeo community project

 Thanks Paul,

I added "serviced provider author" permission to your login, and send an
email to marketing committee who manages service providers. You may also
wish to consider the "friend and partner" page which is where other
government and non-government groups are listed (like OSM or a technology
park).

Reviewing (and publishing) you draft:

   - Changed from "Community project" to "none" (as we need the website
   page for your application to osgeo)
   - Changed "Free and open source software" to "open source software" as
   you use the MIT License.
   - I looked for a banner photo, but could not find a free photo of our
   Dorset City Council building (if we cannot get a team photo ...)
   - Replaced a few cases "if" with "GIFramework-Maps" - generally at the
   start of a paragraph. For folks that do not work with this tool daily it is
   good to repeat the name.
   - Added https://github.com/Dorset-Council-UK/GIFramework-Maps/discussions as
   a mailing list (best fit)


The result is published https://www.osgeo.org/projects/giframework-maps/

Aside: As someone who does not know the thing I would love to see a screen
snap (folks evaluate initially on appearance so showing a an example of
what can be done :)
