[Incubator] motion: TourchGeo application to OSGeo community, program

 Thanks Brian,

I made the motion a little bit before you, it closes on February 5th (sadly
not in time for tomorrow's board meeting).

Of course if EVERYONE  got back to the motion to vote TODAY (even with a
+0) it would be passed and ready for tomorrow....
