[Incubator] Volunteer needed to review EOPCA project community project application

Hi Jody/all: I've taken a look at the below.  Everything looks good to me;
below are some minor comments:

- I may have missed it, but what is the difference between EOEPCA and
EOEPCA+ ?

- in the GitHub README at
https://github.com/EOEPCA/eoepca/blob/develop/README.md, it would be
valuable to enumerate which geospatial/EO standards are in use/at play
(i.e. OGC), just like has been done for the EOEPCA presence on the OSGeo
webpage (i.e. "in line with OGC standards and best practices.")

- on the webpage https://www.osgeo.org/projects/eoepca/, update "free open
source software" to "free and open source software"
